It's also very important be professional and avoid snarkey comments, no matter how tempting!

Police officers just like vets, doctors, ministers, and teachers are public servants. We entrust our children, pets, and general well being into their care. We assume they are honest, caring, and trustworthy. This abuse offends everyone. How can we entrust our confidence in a man who used such bad judgement with a chained defenseless pet. He may be a good man and a good police officer. However, once you break good faith with your constituents, you can't earn it back. I personally do not trust his judgement or his responsibilty to others.
